The new Diagonal

Transformation of the upper part of Diagonal Avenue is absolutely necessary. This main artery of the city is highly saturated and inefficient. In fact, this part of Diagonal is in the same state that Cerdà proposed 150 years ago and it is clear that the city’s needs are much different now than they were then.

The Diagonal 123 building, located in front of Poble Nou’s Central Park, welcomed this special edition of the May 22@Update Breakfast, devoted to the two proposals to modify the upper part of Diagonal Avenue. Both possibilities aim to improve mobility both for residents and transport, creating a safer, more sustainable and efficient road, each in its own way.

Àngel López, head of Mobility Services for the Barcelona City Council, was the first to speak. López stressed the importance of Diagonal Avenue in the structure of the Eixample and the 22@ district. The upper part of the Diagonal hasn’t changed a bit in the past 150 years, since it was first planned by Ildefons Cerdà, and the city currently has different needs. Thus, a transformation like that carried out in the 22@ district is needed to foster proper functioning of the Eixample network, allowing more efficient and sustainable movement of people and vehicles.

Next, López explained the goals established for the Diagonal for 2018, which include reducing CO2 emissions and complying with the Kyoto protocol, reducing noise and pollution, and maintaining the quality of service in all means of transport, both private and public. The final aim is to achieve a safer, more habitable, comfortable and sustainable city model.

By this time in 2018, transformation of Diagonal Avenue is expected to have increased the number of trips made on foot or bicycle and increase public transport connecting the metropolitan area. To do this, it is necessary to widen the sidewalks and pedestrian areas, as well as reorganizing surface transport because the current offer is highly saturated. Both proposals to transform the Diagonal take into account increased space for pedestrians and public transport connections. This way, private transport moves to the Eixample, which will also be modified in some points in order to absorb this additional traffic flow.

Afterwards, Jordi Castelló, director of the Diagonal technical office, spoke in more detail about the two transformation projects proposed by the City Council. The two proposals are quite similar, differing only in distribution of the space.

Option A proposes a large boulevard with wide sidewalks and more space for pedestrians, as well as improved public transport. This option maintains the Avenue’s current structure, keeping the existing trees without the need for transplanting them. Option B, on the other hand, is a central rambla where pedestrians and bicycles coexist, with lanes on either side for public and private transport. However, this proposal requires that the current trees be transplanted. In either case, the transformation would be carried out over 6 or 7 months per two blocks.

Jordi William Carnes closed the Breakfast, commenting that the Diagonal transformation project will revitalize economic activity in this part of the city. Likewise, he pointed out that the Diagonal transformation is less complicated that those carried out in other parts of the city, for example the metro transfer station, because in essence it is a surface-level modification and does not affect underground structures.
